Why isn't Steam letting me install Dawn of War 2: Retribution?

I've tried entering the key 5 times, it keeps telling me i need another game to activate it. I was under the impression it was a "stand alone" game, so why the hell would i need another one to make it work? I don't have the original DoW2 or the other expansion, just Retribution. Please help.
