I need help understanding Transferring!! Help?

Transfer of credits is always under the control of the school you are transferring TO, not the one you are leaving. But here's the catch. Schools generally accept credits from other institutions which have the same standards they do, and that usually means "are accredited by the same accrediting agency." From the part of the catalog which you quoted, I get the impression that Milan Institute either is not accredited at all, or it has some sort of accreditation which is not widely recognized. What they are saying to you in the catalog is that other institutions probably will not be willing to accept their credits. Your question was whether that statement means that you cannot transfer, and the answer is that it is entirely the decision of the school you decide to try to transfer to. Consider a few other schools and visit, telephone, or e-mail their admissions office. Tell them that you have earned credits at Milan and ask if any of them will be transferable. (Remember, it is not necessary for you to talk to the people at Milan at all. The matter is entirely between you and the school to which you wish to transfer.) If you discover that other schools will not accept your credits, then you're out of luck. You'll have two choices: 1) Finish your studies right where you are and get whatever credential you can. 2) Start all over again somewhere else, hopefully at a school which is respected and whose credits will transfer. If, on the other hand, some of the credits will be accepted, then you proceed in whatever way you wish.
